Dubai Property Service Charges, and What They Take From Your Yield

By the Augusta Properties team in Dubai · Published 14 October 2026

A Dubai service charge is the yearly sum each owner in a jointly owned building or community pays towards cleaning, security, repairs, insurance and a reserve. The manager of the building proposes the budget, an audit firm recognised by RERA checks it, and RERA approves it before a dirham is collected (Law No. 6 of 2019, Articles 25 and 27). The approved figure for every project is published in the Dubai Land Department's service charge index, and it is the number to read before you sign.

The charge follows the unit's area and ignores its price. On an apartment of 1,000 square feet bought for AED 1,500,000 (about USD 408,000) and let at a 7% gross yield, a charge of AED 15 a square foot moves the yield from 7.00% to 6.00%.

What does a service charge pay for?

The law lists what the service charge account may be spent on (Law No. 6 of 2019, Article 30(e), read 14 October 2026): cleaning of the common parts, security and safety services, operating, maintaining, repairing and improving the common parts, property insurance premiums, the audit fees for the account, the management company's fee, which RERA sets, and RERA's inspection fees. Inside your own unit is yours to look after.

The same article provides for a cash reserve, held in an account separate from the service charge account. Without RERA's approval it may be used only for a critical emergency. If it proves too small, the Land Department may, with RERA's prior approval, ask owners to meet the cost (Article 30(f)). The reserve line in a building's budget is worth reading beside the headline rate.

Each owner pays a share of the annual charge in proportion to the unit's area as recorded in the Real Property Register (Article 25(a) and (b)). The developer pays the share for units it has not sold, and for sold units where its sale contract says it will.

Who sets it, and who checks it?

The management entity proposes. RERA approves, and only after a certified audit firm recognised by RERA has approved the budget; until the audited budget is in, RERA may approve a temporary one (Article 27). Nothing may be collected from owners for the common parts without that approval (Article 27(a)).

The account sits with a bank licensed in Dubai and recognised by RERA, collections are deposited within seven working days (Article 30(a) and (b)), and RERA may audit the revenue and spending (Article 33(a)). Mollak, the Land Department's electronic system for jointly owned property, monitors payment through accounts that operate as escrow accounts and sends owners their invoices quarterly (Mollak, About Us, read 14 October 2026). If we manage your home, that invoice comes to us; see property management in Dubai and our management service.

How does the official service charge index work?

The index is the Land Department's published record of the service charge approved for each project and budget year. It answers one question for a buyer: what is this building allowed to charge, and for which year. It sits in the Land Department's e-services as the Service Charge Index, with the figures held in the Mollak system.

There are two ways to read it. Residential owners search by project, usage and year; an owner who already holds a title deed searches by certificate number, certificate year, property type (land, building or unit) and budget year (Dubai Land Department, Service Charge Index e-service, read 14 October 2026). The result shows the project, usage, year, start and end dates and who manages it. The index states the approved charge only and leaves out arrears, as the page says in so many words. The rate is applied to the unit's registered area, so check whether it is per square foot or per square metre before you multiply; the same number reads ten times higher or lower in the wrong unit. The year to enter is the budget year you want to see, for example 2026.

How do you find the charge for one unit before you sign?

Ask for the unit number and the project name, and run the project search: it shows the approved rate and the budget year. Once you hold a title deed, the title deed search shows the figure calculated for that exact unit from the area in the register, which is the number you will be invoiced. Check too whether the project sits inside a master community, because a master community can carry a second charge (see below).

When does a new off-plan buyer start paying?

The law puts the charge on the owner and gives the developer the unsold units (Article 25(a)). For a unit bought off-plan, the date the charge passes to you, and any months the developer carries after handover, are terms of your sale and purchase agreement. We read its service charge clause with a client before the first instalment, and how buyers are protected in Dubai covers the escrow and registration side of an off-plan purchase.

Is the charge the same in an apartment tower, a townhouse community and a villa community?

The law is the same; the number of charges can differ. A tower carries one service charge for its common parts. A townhouse or villa community is usually part of a larger master community, and the master developer of a major project may also collect a usage charge for the common facilities of the whole development, into a usage charges account of its own at a recognised bank (Articles 26 and 31).

For a villa or townhouse, then, ask for two budgets: the community's service charge and the master community's usage charge, each approved by RERA and each audited. The usage charge is calculated under the master community declaration. A search of the index for the one project will not show it, because it belongs to the master project above.

Because the charge follows area, compare homes by the annual total for the unit: a villa and an apartment with the same rate per square foot differ by their areas.

Worked example: from gross rent to the yield after the charge

The inputs belong to a sum, and the figure for your own building comes from the index: an apartment of 1,000 square feet bought for AED 1,500,000 (about USD 408,000), AED 1,500 a square foot, let for AED 105,000 a year, which is a 7% gross yield. The charge is applied to the full 1,000 square feet at four rates.

Service charge (AED a sq ft)Charge for the year (AED)Rent after the charge (AED)Yield after the chargeShare of the rent taken
1010,00095,0006.33%9.5%
1515,00090,0006.00%14.3%
2020,00085,0005.67%19.0%
3030,00075,0005.00%28.6%

Each AED 5 a square foot costs this apartment 0.33 of a percentage point of yield. The same AED 15 charge takes 1.5% of the price on a unit bought at AED 1,000 a square foot and 0.5% on one bought at AED 3,000, because the charge follows area and the price does not. A lower entry price per square foot lifts the gross yield and makes the charge weigh more on the net. Realistic rental yields in Dubai gives the published gross yield by community; renting out property in Dubai covers the lease side.

Management, vacancy, maintenance and insurance come off the same rent in the same way, and the 4% transfer fee raises the price you divide by. The cost of buying property in Dubai sets out where each sits, and our purchase costs calculator puts your price into it.

What if a charge looks too high?

Mollak asks for the complaint in writing to the management company first, which has two working days to reply. If the reply does not settle it, the complaint goes through the Dubai REST app with the letter, the reply and supporting papers (Mollak, Complaints, read 14 October 2026). All of it can be done remotely. A standing payment against the Mollak invoice keeps the account clear, since an unpaid charge becomes a lien on the unit and the unit cannot be sold until it is settled (Article 32(a)).

Questions we are asked

Who sets service charges in Dubai?

The management entity of the building proposes the budget, a certified audit firm recognised by RERA reviews it, and RERA approves it. Nothing may be collected from owners without that approval (Law No. 6 of 2019, Article 27). The approved rate for each project and budget year is published in the Dubai Land Department's service charge index.

How do I check the service charge for a specific property?

Use the Land Department's Service Charge Index. Search by project, usage and year, or by title deed with the certificate number, certificate year, property type and budget year. The title deed search shows the figure calculated for that unit from its registered area. Check whether the rate is per square foot or per square metre.

What does a Dubai service charge cover?

Cleaning, security and safety, operation, maintenance, repair and improvement of the common parts, building insurance, the audit of the account, the management company's fee and RERA's inspection fees, plus an emergency reserve held in a separate account (Article 30(e)). The inside of your unit is not part of it.

When does an off-plan buyer start paying service charges?

The law makes the developer pay for units it has not sold, and for sold units where its sale contract says it will (Article 25(a)). The date the charge passes to you is written in your sale and purchase agreement; read that clause before you sign.

Who do I ask when a service charge looks too high?

Start in writing with the management company, which has two working days to reply. If that does not settle it, file the complaint through the Dubai REST app (Mollak, Complaints).
