Off-plan means buying a home from its developer before it is finished and paying in stages until handover. Ready means buying a completed home and receiving the title deed at transfer. A resale by an owner, of a completed home or an off-plan unit, is called secondary. The two routes share the market: of the 18,575 sales Property Monitor recorded in Dubai in December 2025, 13,039 were off-plan registrations, 70.2% of the month.
What do off-plan, ready and secondary mean?
Dubai law defines an off-plan sale as the sale of designated units off-plan or of units that are unfinished (Law No. 13 of 2008, Article 2, read 14 October 2026). Until the building is complete the sale lives in the Interim Property Register; afterwards the unit moves to the Property Register in the buyer's name.
Secondary describes the seller. Property Monitor defines a resale as any subsequent sale of a property after its first sale by the developer, whether that first sale was off-plan or completed. In our catalogue, which lists developers' projects, a ready project is a completed building, confirmed by our site inspections or the developer's own label, and every other project on sale is off-plan.
How do the two routes compare on price, payment and fees?
Side by side, on the lines a buyer meets in order:
| Off-plan | Ready | |
|---|---|---|
| You buy from | The developer, at launch or later in the sale | The developer's remaining stock, or an owner reselling |
| You pay | In stages. The commonest split in our catalogue is 20% on booking, 40% during construction and 40% at handover | The price in full at transfer, from savings or a mortgage |
| You receive | The keys at handover; the title deed once the project is complete and your payments are made | The title deed and the keys at transfer |
| Land Department fees listed | 2% of the sale value for the purchaser and 2% for the seller, with AED 10 knowledge and AED 10 innovation fees; the sale is entered in the provisional register within 90 days of signing | 2% of the sale value for the buyer and 2% for the seller, AED 250 for the title deed, AED 30 knowledge and AED 30 innovation fees |
| Service charge | Payable by the owner from the date your agreement sets | Payable by the owner; the approved charge for the project and year is on the Land Department's service charge index |
The percentages match. On a purchase of AED 2,000,000 (about USD 544,600), the purchaser's 2% is AED 40,000 (about USD 10,900) in either route, and the Land Department's pages for the two services list the same figure (read 14 October 2026). What changes is the date you hold a title deed and what you carry before it. The cost of buying property in Dubai sets every fee in the order you pay it.
On entry prices, the median starting price of a Dubai off-plan project in our catalogue is AED 1,352,000 (about USD 368,100); for a ready project it is AED 1,192,500 (about USD 324,700), which puts the off-plan median 13.4% higher (Dubai projects in our catalogue with homes for sale, 13 October 2026). For an unfinished building, ask the developer for the expected service charge in writing; service charges in Dubai covers the lookup and what the charge takes from a yield.
How is your money protected in each route?
An off-plan purchase rests on two Dubai laws and the project's registration.
Law No. 8 of 2007 sends buyers' payments to an escrow account opened in the name of the project and dedicated exclusively to its construction. A developer with several projects holds a separate account for each, and no attachment may be imposed on it for the developer's creditors (Article 9). After the completion certificate the escrow agent keeps 5% of the account's value and releases it a year after the units are registered in the purchasers' names (Article 14). How to pay for a Dubai property from abroad follows the money into that account.
Law No. 13 of 2008 makes the register decisive. Every disposition of an off-plan unit is entered in the Interim Property Register, and a sale or other disposition that is not entered is void (Article 3). Once the project is complete, the unit is registered in the purchaser's name if he has met his contractual obligations (Article 8).
Registration comes first. The Land Department's project registration service (read 14 October 2026) asks the developer for the ownership deed of the land, with preliminary sales certificates not accepted, and for a guarantee of 30% of construction, met by 30% of the work completed, a bank guarantee for 30% or a cash deposit of 30%. It issues a Real Estate Project Approval Certificate.
A ready home is protected by the register itself. The title deed records who owns it, and a mortgage on it is registered in the lender's favour at the Land Department (mortgage registration application, read 14 October 2026), so you can see who holds the title and whether a loan stands against it before you agree terms. How buyers are protected in Dubai walks through both registers.
When do the keys and the first rent arrive?
In a ready home, rent can start from transfer, as soon as a tenancy is signed. In an off-plan unit it starts after handover.
Our catalogue gives the length of that wait. Of the 1,205 Dubai off-plan projects with a handover date, 103 hand over in 2026, 438 in 2027, 383 in 2028, 201 in 2029, 75 in 2030 and 5 in 2031; another 257 have no date to quote (13 October 2026). The middle project hands over in 2028, so a buyer today pays through to 2028 before a first rent.
Take the median off-plan price of AED 1,352,000 on the 20/40/40 split. At booking you pay AED 270,400 (about USD 73,600). By handover AED 811,200 (about USD 220,900), 60%, has left your account, and the last AED 540,800 (about USD 147,300) falls due at handover. A ready home at the same price needs the full AED 1,352,000 (about USD 368,100) at transfer, with rent starting at once. Dubai off-plan payment plans keeps the schedules in full.
How does a mortgage differ between them?
The Central Bank of the UAE sets the limit in its Regulations Regarding Mortgage Loans (Circular 31/2013, consolidated version of 8 April 2020, shown as in force on the Central Bank rulebook, read 14 October 2026). For property bought off-plan the maximum loan is 50% of the value for every buyer, whatever the purpose or price. For a completed home, an expatriate's first home carries 80% up to a value of AED 5 million and 70% above it, and a second or investment property carries 60%.
On a AED 2,000,000 home (about USD 544,600) bought to let, the ready route allows a loan up to AED 1,200,000 (about USD 326,800) and the off-plan route up to AED 1,000,000 (about USD 272,300). For stage payments, the lender first uses the buyer's own equity to pay the developer, and releases loan money against completion milestones confirmed by a party independent of the buyer and the developer.
At the Land Department, registering the mortgage costs 0.25% of the loan in both routes (read 14 October 2026). Mortgages in Dubai for non-residents goes through the steps.
Which route suits which aim?
For income, the ready list is where rent starts first, and realistic rental yields in Dubai gives what a tenant pays by community. The off-plan list suits a buyer who prefers to place capital in stages ahead of a rent that begins at handover.
For residency, the Land Department's investor page (read 14 October 2026) sets the threshold at a purchase value of AED 2 million or more at the time of purchase. The Golden Visa through Dubai real estate walks the application.
For a second home, ready gives use from transfer. Off-plan gives a choice of floor, view and layout in a building still open to buyers, and a handover date to plan a family's year around.
For a hold and sell, an off-plan unit entered in the Interim Property Register may be sold, mortgaged or otherwise disposed of before completion, and the developer may charge only the administrative costs the Land Department approves on a resale (Law No. 13 of 2008, Articles 6 and 7). A ready home sells on its title deed.

Ready stock is thin where the buildings are new. Dubai Islands lists 115 off-plan projects and 1 ready. Jumeirah Village Circle has the deepest ready list, 76 against 121 off-plan, and Business Bay has 40 against 52. Downtown Dubai runs the other way, with 29 of its 39 projects ready. The table counts developers' projects, so an owner's resale of a completed home sits outside it. Across the 1,203 off-plan projects with a payment plan on file, 160 carry a part of the price after handover. The commonest split is 20 / 40 / 40, found in 133 of them, and 10 / 50 / 40 is next with 96.
To see the lists, open ready now, handover in 2026 or the launches page. Off-plan apartments in Dubai and new-build apartments in Dubai take each type further.
What should you check before you pay?
In an off-plan purchase, check that the project's registration certificate and its escrow account stand in the project's name and that every instalment goes to that account. Check that your agreement is entered in the provisional register, for which the Land Department's page gives 90 days from signing, and what the agreement says about the handover date and the start of service charges. The checks before an off-plan purchase takes these further.
In a ready purchase, check at the Land Department who holds the title deed and whether a mortgage is registered against the property. Check that the seller's service charges are settled against the approved charge on the index, and have the lender's valuation if you borrow. The process of buying property in Dubai sets the steps in order.
